This applies even if you are just visiting Andorra as a tourist. This measure is intended to prevent accidents and gridlock in the country in the event of a snowfall. 

What is car winter equipment? 

The measure requires you to carry "car winter equipment", which consists of either a set of certified snow chains or snow socks, or winter tyres. Either option is valid for complying with the mandatory rule.
